The Downstream User Import Notifications (DUIN) process enables existing supply chains to continue and allows businesses the time to determine how best to comply with their registration obligations under UK REACH.
To keep the chemical substances in their supply chains on the UK market, businesses need to make sure that the relevant substances are registered via DUINs by 27th October 2021.
You will be able to make use of the DUIN provision if:
as a previous downstream user, your company has now become an importer under UK REACH or distributor of a substance previously covered by an EU-based registration, or
you were previously covered by an Only Representative (OR) in the EU/EEA or a UK based OR who did not transfer their registration to an EU legal entity by December 2020.
Downstream users can notify the HSE of their intention to continue importing substances that were registered under EU REACH by 27 October 2021 using a Downstream User Import Notification .
This will require setting up an account in the Government Gateway and notify by completing and submitting the HSE DUIN spreadsheet.
